Swansea has a new First Citizen following the inauguration of Councillor Penny Matthews as the Right Worshipful Lord Mayor of the City and County of Swansea for the municipal year 2026–2027. Cllr Matthews succeeds former Lord Mayor Cllr Cheryl Philpott and will serve as Swansea’s civic ambassador during the coming year.
Many people are familiar with the role of Lord Mayor, but fewer understand the wide range of duties and responsibilities that come with the office.
The Lord Mayor is the ceremonial head of Swansea and represents the city at hundreds of events throughout the year. While the role is non-political, it is one of the most important public-facing positions in Swansea. The Lord Mayor acts as Swansea’s civic ambassador, promoting the city, welcoming visitors, supporting local organisations and recognising the achievements of individuals, businesses and community groups.
Among the Lord Mayor’s duties are:
• Attending civic ceremonies and official events throughout Swansea and beyond.
• Welcoming distinguished visitors to the city.
• Representing Swansea at regional and national events.
• Supporting local charities, voluntary groups and community organisations.
• Visiting schools, community projects and local businesses.
• Presenting awards and recognising outstanding achievements by local people.
• Promoting Swansea as a vibrant place to live, work, study and visit.
• Acting as a symbol of unity for all communities across the city and county.
Cllr Matthews has represented the Llansamlet ward since 2007 and has long been involved in community life across Swansea. She has served as a school governor for many years and has championed a number of local community campaigns. Upon taking office she said she was looking forward to meeting people from across Swansea and representing the city during what she described as an exciting period for Swansea’s future.
One of the Lord Mayor’s most important responsibilities is supporting charitable causes. During her year in office, Cllr Matthews has chosen arthritis research through the St David’s Medical Foundation Charity as her nominated charity.
